Local capture hits citizens hardest in the health and agriculture sectors, this is according to the "People's Audit" report by TISA.
Citing the Controller of Budget (CoB), the report said counties allocated Sh115 billion to health in FY2023/24, about 30 per cent of their budgets, yet 41 counties still reported drug shortages, idle equipment, and abandoned health projects.

It added that despite consuming Sh99.4 billion annually, many facilities remain without staff or even electricity to operate the machines supplied under the programme.
